The charge is £4 one way or £7 return. Tickets can be purchased from the central bus station, the British Hotel Reservation Centre in the terminal building and the bus stop ticket machines.
To get to Hertz’s Heathrow desk you will need to catch the ‘Car Rental Courtesy Bus’ which stops at each terminal and will drop you off at the Hertz desk free of charge. The bus stop numbers are

The bus takes around 15 minutes to get to terminal 1, 2 and 3 and 20 minutes from terminal 4. You can catch the same shuttle bus after you have returned your car to get to the departures terminal.

Thrifty are located ‘off airport’ at Heathrow within the Sheraton Hotel. A free shuttle bus is available from all terminals. The service runs at 30/45 minute intervals. Opening hours are 7am – 10pm seven days a week.
